nfs-ganesha: change CMAKE_BUILD_TYPE, add checks

- change CMAKE_BUILD_TYPE to RelWithDebInfo
- include checks to make sure packages are installed
on the machines and necessary FSAL packages are built
- update $CEPH_VERSION to latest luminous
