doc/rados: Remove obsolete fs-recomm links

2 files linked to filesystem-recommendations.rst which was removed
around the year 2017.
I understand this was relevant only for Filestore. So simply remove the
references to this file & the link definition if one was used.

operations/add-or-rm-osds.rst
