xfs/263: use _scratch_mkfs_xfs instead of open-coded mkfs call

Fix this test to use _scratch_mkfs_xfs instead of the open-coded mkfs
call.  This is needed to make the test succeed when XFS DAX is enabled
and mkfs enables reflink by default.
