ceph-puppet-modules: cd into basedir

Jenkins clones takora to "basedir: takora". cd to this location, instead
of assuming that we're already at the root of the git clone.

This fixes the error:

  cd: debian: No such file or directory
ceph-puppet-modules/build/rename-ceph-puppet-modules diff | blob | history
Unnamed repository; edit this file 'description' to name the repository.
