linux-firmware: update firmware for en8811h 2.5G ethernet phy

1. Lower EMI emission without performance impact
2. Enhance inter-operability by adjusting auto-negotiation strategy
3. Fix a packet lost issue by adjusting internal packet processor configuration
4. Add a waiting mechanism to ensure the internal processor refrains from external access.
