mgr/dashboard: Remove Multi-Cluster Tab from Dashboard

With introduction of the new Multi-Cluster manager we need to remove the
multi-cluster reference from the UI

1. Multi-Cluster tab from side navigation
2. Multi-cluster reference from Multi-site replication wizard
