qa: reduce nvmeof thrasher fio to 32 devices from 200

This is because teuthology machines are not
powerful enough to support fio on huge amount of
devices.

This commit also adds CEPHADM_STRAY_DAEMON and
CEPHADM_DAEMON_PLACE_FAIL to thrasher ignorelist.
