ceph-ansible-prs: Split jobs up by infra/noinfra and playbook

This will allow the ceph-ansible-pipeline master job to call *ALL*
scenarios at once and will run jobs based on if a file in
infrastructure-playbooks was modified or not.

The playbook variable is set for each group and is used later in the job
template under scm: - git.
