cobbler: Add CentOS 8 Stream ISO

NOTE: The initrd and vmlinuz in this ISO do not work together.  Filed https://bugs.centos.org/view.php?id=18188.

I also had to add `centos-stream` to the distro-signatures.json file for Cobbler 2.6 to recognize the distro.

Other than that, this works fine adding Stream to our infra as-is.
