ceph-pull-requests: enable WITH_ZBD on ubuntu

to avoid zbd backend bitrot, and for build test it in our "make check"
builds.

currently, libzbd-devel and libzbd packages were only prebuilt on bionic,
so only enable this on ubuntu distros.
