remove ceph-doc-releases-rtd job

Rebuilding doc/releases in release branches was replaced with
redirects:

  https://github.com/ceph/ceph/pull/48800
  https://github.com/ceph/ceph/pull/48945

Also, this job never actually ran because shallow cloning is
incompatible with included-regions filter.
