ceph-perf: pin pyjwt<2.11 for github-check

github-check uses github3.py 4.0.1, which passes app_id as int to
jwt.encode(). PyJWT 2.11+ requires iss to be a string. Install
githubcheck first, then pin pyjwt<2.11.
