Fixing bootstap for RHEL/Centos 8

- When VERSION_ID is less than 8, installing the python packages, otherwise installing the python2 packages.
- When we are using the python2-virtualenv, we will run virtualenv-2.
- Making sure we have which installed
bootstrap diff | blob | history
