Update radosgw_apache2 recipe

- Multi distro support (CentOS/ubuntu tested)
- apache2::mod_fastcgi only supports Debian/Ubuntu, change it to
an apache_module
- Restart apache once new configuration is applied
- Add fastcgi script template
