qa/smoke,orch,perf-basic: add POOL_APP_NOT_ENABLED to ignorelist

Some of the smoke, orch and perf-basic tests are failing due
to POOL_APP_NOT_ENABLED health check failure. Add
POOL_APP_NOT_ENABLED to ignorelist for these tests.
