ceph-nfs: fixed condition for "stable repos specific tasks"

The old condition would resolve to
"when": "nfs_ganesha_stable - ceph_repository == 'community'"

now it is
"when": [
          "nfs_ganesha_stable",
          "ceph_repository == 'community'"
        ]

Please backport to stable-4.0
