This commit is adding quotes that make keyring unusuable
eg:

caps: [mds] ''
caps: [mgr] 'allow *'
caps: [mon] 'allow rw'
caps: [osd] 'allow rw'
```
Trying to import such a keyring and use it will result:
```
Error EACCES: access denied
```
