QCA: Add Bluetooth firmware for WCN6855 ROM 1.0

Add firmware for WCN6855/WCN6851 BT UART interface chips, ROM 1.0
revision. ROM 2.1 firmware is already supported; this adds the ROM 1.0
set for hardware using the earlier silicon revision.

Firmware build: BTFM.HSP.1.0.0-00978-QCAHSPROMZ-2

  wcnhpbtfw10.tlv: BT RAM patch firmware
  wcnhpnv10.bin:   Default NVM configuration
  wcnhpnv10.b06:   Board-specific NVM
