osd/osd_types: last_force_op_resend -> last_force_op_resend_preluminous

Rename the current last_force_op_resend for legacy clients, and add a new
one that only applies to new clients that have the new
CEPH_FEATURE_OSD_NEW_INTERVAL_ON_SPLIT feature.
