cmake: link rbd_reply against rbd_replay_types

should make it `PUBLIC` because, for instance,

src/rbd_replay/actions.hpp uses
`rbd_replay::action::IoActionBase::dump()` and
`rbd_replay::action::ActionBase::dump()`
