qa/suites/fs/upgrade/mds_upgrade_sequence: replace "reef" with "v18.2.8"

Since Reef is EOL, the "reef" tag was removed from quay.ceph.io.
The solution is to replace it with a test for the last point release,
which is "v18.2.8".
