ceph-volume: add libstoragemgmt support

Initial support for libstoragemgmt integration to
provide additional metadata to the device inventory.

LSM provides health, rpm, linkspeed, linktype as well as
visibility of the disks's LED status indicators (specifically
the IDENT and FAULT lights)
