qa/ceph_test_case: add a method to negative test Ceph commands

Also, add comments to explain the users the arguments are accepted by
run_ceph_cmd(), get_ceph_cmd_result(), get_ceph_cmd_stdout() and
negtest_ceph_cmd() methods of class RunCephCmd.
