src/mon/HealthMonitor.cc: Add NONEXISTENT_MON_CRUSH_LOC_STRETCH_MODE

In streth mode, warn the user when
we encounter a MON that
has nonexistent crush location, with
the tiebreaker MON being the only exception to
this.
