rgw: adds REST APIs for OpenID connect providers manipulation.

This commit implements:
1. CreateOpenIDConnectProvider
2. DeleteOpenIDConnectProvider
3. ListOpenIDConnectProviders
4. GetOpenIDConnectProviders
