monitoring: Fixes for development

- fixes tox.ini using and undefined env - `grafonnet-check`( instead of `jsonnet-check`)
- adds steps for local development of mixins and building jsonnet
- added help command in Makefile
- added comments and descriptions for Makefile and tox.ini
