doc/PendingReleaseNotes: document osd_scrub_queued_snaptrims_limit

osd_scrub_queued_snaptrims_limit, introduced in PR#68737,
blocks the initiation of non-urgent scrubs on OSDs that
are overloaded with snap-trim operations.
