doc/dev/developer_guide: fix heading level

Commit 3bb68e89f4b385e61473151bb4584a65d173554f added a new subchapter under
"Testing -> Integration tests", but with the wrong heading level. This commit
fixes that and, additionally, splits the "Testing" chapter into two chapters so
the subheadings appear in the Table of Contents.
