admin/doc-requirements: bump sphinx to 4.5.0

also pin sphinx-autodoc-typehints to 1.18.3

to address following error:

ERROR: sphinx-autodoc-typehints 1.18.3 has requirement Sphinx>=4.5, but you'll have sphinx 4.4.0 which is incompatible.
