qa/standalone: create mon-stretch standalone test

Separate `mon-stretch` from `mon`.

Renamed `mon-stretched-cluster.sh` to
`mon-stretch-fail-recovery.sh`.

This isolation of stretch cluster test will enable
developers to get results faster for stretch-cluster
related stuff.
