rpm: remove fmt-devel from BuildRequires

because RHEL/CentOS 7 only offers fmt-devel 3.0.2, while seastar
requires >= 4.0.0, < 5.0.0, and on openSUSE Leap 15, we have
libfmt-devel 5.x.
