Refactor ErasureCodeLrc::create_ruleset

Refactor ErasureCodeLrc::create_ruleset
1.Use CrushWrapper instead of crush C-api.
2.Make ruleset_id == rule_id, consist as the behavior in
  CrushWrapper::add_simple_ruleset().
