mgr/dashboard: fix: tox not detecting deps changes

* tox.ini: replaced 'deps' setting by appropriate commands
  due to this bug:
  https://github.com/tox-dev/tox/issues/149
  tox is not detecting changes in requirements.txt when using
  'deps' setting in 'tox.ini'.
