auth/cephx: always initialize local variables

to silence GCC warnings like:

rc/auth/cephx/CephxProtocol.h:309:5: warning: 'type' may be used uninitialized in this function [-Wmaybe-uninitialized]
     if (i != tickets_map.end())
     ^~
