doc/dev: remove extraneous word "guidance".

This bug changes the sentence "If your patches emit
messages to the Ceph cluster log, please consult this
guidance:" to "If your patches emit messages to the
Ceph cluster log, please consult this:". This new sentence
is more natural and idiomatic.
