mgr/dashboard: bump up teuthology

to include the fix of e7c5d67e10fe29da22180f9e09b8973ae166c8fc,
see https://github.com/ceph/teuthology/pull/1746.
to address the test failure on ubuntu jammy. where we have python3.10
