pybind/mgr: drop cython from requires

cython is not required for running tox commands.

this should address the test failure like:

ROOT: will run in automatically provisioned tox, host /home/jenkins-build/build/workspace/ceph-pull-requests/build/mgr-virtualenv/bin/python3.10 is missing [requires (has)]: cython
