qa/cephadm: basic test for monitoring stack

Testing that the monitoring stack daemons are
all basically functioning by checking their HTTP
APIs are responsive and and that putting down a mon
daemon, which should cause an alert, actually triggers
an alert that is viewable in the prometheus and
alertmanager API
