cmake: BuildFIO.cmake should not introduce -std=gnu++17

Not correct in general, and a build bug because fio-objectstore
includes c++20 headers.

Add CXX_EXTENSIONS ON, and cleanup INTERFACE_COMPILE_OPTIONS per Kefu review
