doc/rados: remove redundant pg repair commands

Incorporate the material in /doc/rados/operations/pg-repair into
/doc/rados/troubleshooting/troubleshooting-pg. Remove
/doc/rados/operations/pg-repair from the documentation. Redirect all
links to the old location to the new location.
