doc: update tests-integration-testing-teuthology-workflow.rst

* add "Infrastructure" section.

* move "Naming the ceph-ci branch" section under
   "Getting binaries - Build Ceph". Also mention
   about centos9-only trick.

* in "Teuthology Archives", mention about developer
   playground machines and ceph log files.
