doc/cephfs: edit troubleshooting.rst

Edit "Stuck in up:replay" under the "Stuck During Recovery" section of
doc/cephfs/troubleshooting.rst. I had planned to edit the entire "Stuck
During Recovery" section in a single commit, but I think that the
material is too involved for that.
