qa/rgw/upgrade: symlinks are explicit about distro versions

qa/rgw/upgrade: symlinks are explicit about distro versions

avoid relying on "ubuntu_latest" and "rpm_latest" symlinks, which change
over time on main. be explicit about the distro versions supported by
the initial release
