Merge PR #25147 into master

* refs/pull/25147/head:
	mgr/devicehealth: implement config_notify hook
	mgr: call config_notify method when mgr's config has changed
	mon/MonClient: add callback for (any) config change
	common/config: fix debug output for config callbacks changes
