Revert "PendingReleaseNotes: mgr/pg_autoscaler"

This reverts commit ce45584800f81d1d70d39a76d78778f0ccd73bb2.

Needs reverting since the corresponding code changes were reverted in
https://github.com/ceph/ceph/pull/39921.
