debian/control: require fuse for ceph-fuse

This is the Ubuntu equivalent for:

https://github.com/ceph/ceph/pull/17120
http://tracker.ceph.com/issues/21057

Installing "ceph-fuse" should pull in the "fuse" package automatically.
