qa/standlone/mon/mon-cluster-log.sh: TEST_journald_cluster_log_level

Problem:

In TEST_journald_cluster_log_level:
we are currently facing insufficient permissions
issues with `journalctl` command

Solution:
`super user do` on journalctl commands
