qa/suites/upgrade: exclude rocky when Reef is involved

This commit is specific to Tentacle. In the main PR, we simply
removed Reef from the upgrade paths. But for Tentacle, we want to
keep testing the Reef upgrade path (N-2 pattern), so I applied the same
changes that I made for Squid (b7fa0f1cfb9ad61a920289e8f856042ab67c4832) to Reef.
