doc/cephadm: Clarify "Deploying a new Cluster"

Change the title of the section "Deploying a new Ceph cluster" to "Using
cephadm to Deploy a New Ceph Cluster". This is part of the initiative to
separate package-related documentation from container-based
documenation.
