librbd: create+truncate for whole-object layered discards

A whole-object layered discard is implemented as a truncate rather
than a delete: a dummy object is needed to prevent the CoW machinery
from kicking in.  However, a truncate on a non-existent object is
a no-op.  If the object doesn't exist in HEAD, a discard request is
effectively ignored -- parent blocks are still seen afterwards.

A non-exclusive create on an existing object is also a no-op, so the
fix is to do a compound create+truncate instead.

but the log shows that coverage==3.7.1 was indeed installed in the py27

in tox.ini, but the problem persisted -- this time the backtrace was
printed, and the raised exception was 'OSError: [Errno 2] No such file
or directory'. so try to use the specified python for creating venv.

ceph-volume: lvm list now works with raw devices

If you used a raw device with --data to create an OSD
you can now use 'lvm list' to get information about that OSD
using the raw device name like:

ceph-volume lvm list /dev/sda

This subsuite is only for testing upgrades from one jewel
point release to another. In luminous and master it serves no
useful purpose.

test/librbd: fix required features for ViaLockOwner tests

The rename operation is RPCed only when journaling is enabled.

The snap_remove operation is RPCed only when either fast-diff or
journaling is enabled.

The rename, snap_create, and snap_remove do not require layering.

cmake: rbd resource agent needs to be executable.

Without this the resource fails in Pacemaker with the error:
